NetSuite Financial Localization for Vietnam V2.0 under Circular 99
Companies running Oracle NetSuite can produce Vietnamese accounting books, financial statements and notes under Circular 99 directly in the system, from the same data used for management, without Excel or a second accounting package.

A 2.5-minute overview for parent companies and NetSuite partners: how S4 Financial Localization C99 maps the group chart of accounts to VAS, splits each entry into debit and credit pairs, closes periods through account 911 and produces Circular 99 statements, without changing source transactions or group consolidation.

Three core ideas behind V2.0
S4 Financial Localization C99 is S4 Consulting’s V2.0 accounting localization package for Oracle NetSuite, an upgrade of the V1 package S4 launched in 2025. It adds what NetSuite needs to operate in Vietnam: offset-account pairing for every transaction, books and reports in Circular 99 format, flagging of non-deductible expenses for corporate income tax, and B09-DN notes with calculated tables.
Compliance from operating data
VAS books are built from the NetSuite ledger with no re-entry. Forms follow Circular 99, printed in Vietnamese, English or bilingual PDF.
Management and compliance on one source
The same report has a statutory and a management version: account detail, analysis dimensions, tax view. The management version is always labelled as not for filing.
Traceable to every document
From a statement line to accounts, ledgers and the source transaction in a few clicks, with totals always matching the report.
Management and statutory reporting on one data source
Companies do not have to choose between reports for leadership and reports for the tax authority. Both use NetSuite data and differ only in presentation.
Statutory reports
- B01-DN, B02-DN, B03-DN and B09-DN templates under Circular 99
- Lines, codes and columns per template; header, signatories, place of issue
- PDF print in Vietnamese, English or bilingual
- Controlled off-ledger adjustments approved by the chief accountant
Management reports
- Detail: per template, account level 1, level 2, most detailed
- Filter by Department, Class, Location and custom segments
- Tax view of profit: exclude or show only non-deductible expenses
- Year-to-date columns on the trial balance
Where standard NetSuite and Circular 99 differ
NetSuite is an international ERP strong in operations and multinational management. Vietnamese accounting adds nine specific requirements that a global ERP does not include out of the box. The points below were verified by comparing standard NetSuite reports with V2.0 reports on the same data set.
| VAS / Circular 99 requirement | Standard NetSuite | V2.0 package |
|---|---|---|
| Offset account on every ledger line | Multi-line entries without debit-credit pairing | Automatic pairing when documents are saved, hourly catch-up run, reconciliation screen |
| S03a, S38 books with offset account | No Vietnamese book templates | S03a, S03b, S38, S07a, S08, S31 per template, PDF export |
| B01-DN statement of financial position | Balance Sheet nets receivables and payables | Two-sided balances shown by counterparty |
| B03-DN direct method | Cash accounts not identified per Vietnamese chart | Built from cash offset pairs, matches cash on B01 |
| Retained earnings prior year vs current year | No VAS-style period-end closing entries | Prior-year accumulated profit identified automatically (account 4211) |
| B09-DN notes | Not available | Sections per template, calculated tables matching B01, B02 |
| Non-deductible expenses for CIT | No flagging or summary | Flag on each expense line, summary schedule, tax view of profit |
| Receipt 01-TT, payment 02-TT | No Vietnamese print template | Printed from the document, bilingual, amount in words |
| Circular 99 chart, VAS book separate from management book | Company-designed chart of accounts | VAS code on accounts, exclusion rules, works with Multi-Book or accounting contexts |

Six capabilities that make the difference
Each capability answers a specific need of the chief accountant, CFO, auditor or IT team.
Non-deductible expenses flagged on the document
Flag by default per account or enter a partial amount with a reason. The schedule summarises by reason, account and document; reports offer three modes: include, exclude, non-deductible only. Test example: three September documents totalling VND 32,300,000, so tax-basis profit on B02-DN is higher than the statutory version by exactly that amount.

Frequently asked questions
What is the NetSuite V2.0 localization package?
It is S4 Consulting’s S4 Financial Localization C99 package, which lets companies on Oracle NetSuite produce accounting books, financial statements and notes under Circular 99/2025/TT-BTC directly from NetSuite data. V2.0 upgrades the V1 package S4 launched in 2025.
Does V2.0 change source data in NetSuite?
No. The package reads the ledger and stores offset-pairing results in separate tables; the company’s transactions stay unchanged.
Do FDI companies have to drop the group chart of accounts?
No. The VAS book is built through VAS codes on accounts and exclusion rules, can work with Multi-Book or accounting contexts, and is enabled per subsidiary.
Can management reports be confused with statutory reports?
No. Every report using a management option shows the note “Internal management report – not for filing with authorities” on screen and in print.
Is V2.0 certified by Oracle or the Ministry of Finance?
No. The package is developed by S4 Consulting on the official NetSuite development platform, with forms following Circular 99; S4 does not claim certification by Oracle or the Ministry of Finance.
