Actual manufacturing cost on NetSuite: when standard cost is not enough for Vietnamese statutory books
Written by the S4 Consulting Oracle NetSuite team · Reviewed by Lạc Phạm, Solution Architect, S4 Consulting · Updated 28 Oct 2026
Actual manufacturing cost is product cost built from what the factory really spent in the period: materials consumed, the month’s direct payroll, machine depreciation, electricity and other overhead, after abnormal items have been carved out under Vietnamese Accounting Standard 02 (VAS 02). Oracle NetSuite, like most global ERPs, favors real-time cost: a work order carries a cost the moment it completes, based on bill of materials quantities and predetermined rates. That works well for operations, but Vietnamese statutory books still need a period-end view, and S4 eSuite VN Actual Costing adds exactly that step inside NetSuite.
How does actual manufacturing cost differ from standard cost in NetSuite?
The two views differ in timing and in data source; neither is wrong. Standard or real-time cost is fixed when the work order completes, from issued materials plus labor, machine and overhead rates set in advance. Actual cost exists only after month end, once payroll is final, depreciation is booked, utility invoices are in and the stock count is done. Vietnamese accountants work the second way because the statutory chart of accounts collects costs in accounts 621 (direct materials), 622 (direct labor) and 627 (manufacturing overhead), closes them into 154 (work in progress) and only then values finished goods in 155.
In practice the two views serve different readers:
- Real-time view: supports daily operations; inventory always carries a value, cost of goods sold posts at shipment, and variances surface by work order.
- Period-end view: supports the statutory close; it reflects the full cost of the month, sends unabsorbed fixed overhead and abnormal material loss to cost of goods sold (account 632), and values ending work in progress.
- The bridge: the gap between actual spend and cost already absorbed at standard, which must be pushed to goods sold, goods still on hand and sub-assemblies consumed downstream.
What do Manufacturing Cost Templates and Standard Costing do well?
Both tools are well designed for their purpose. According to Oracle NetSuite Help, a Manufacturing Cost Template defines labor, machine and overhead costs at predetermined rates for work orders, so a completed order already carries those costs. Standard Costing assigns a standard cost to each item, records variances when actual cost differs, and lets the company revalue inventory when standards change.
For plant managers this is powerful: variances appear order by order, which highlights expensive operations early. For foreign groups, standards give every plant a common yardstick. This description reflects a common configuration and may differ by NetSuite version. The gap appears only when Finance must push the full actual cost of the month into product cost the way VAS 02 expects, a job neither tool was designed to do for a Vietnamese chief accountant.
What happens when a manufacturer has no period-end view?
The most visible symptom is a month-end spreadsheet. Four issues tend to travel together:
- Product cost lags reality: payroll, depreciation and power go up, yet system cost stays at the old rates, and pricing decisions rest on understated numbers.
- Off-system workbooks: accountants export data, allocate overhead, value work in progress and compute material loss by hand, then key adjusting journals back into NetSuite; it takes days and depends on whoever owns the file.
- Gaps against the standard: fixed overhead from a low-volume month is capitalized into stock, abnormal loss sits inside product cost, and account 154 carries an unexplained balance.
- Blind spots on margin: margins by product, customer and invoice look better than they are, so a product may be sold below cost without anyone noticing.
S4 Consulting’s philosophy, “Data drives profit optimization”, starts here: correct product cost is the precondition for knowing what really makes money and why cost moved between periods.

How large can the gap between predetermined rates and actual spend be?
The illustrative example below shows a meaningful gap even in a stable plant. An injection molding shop completes 4,000 identical units in the month. Its Manufacturing Cost Template carries labor and overhead at VND 45,000 per unit, so completions have already absorbed VND 180,000,000. Assuming the plant ran at normal capacity with no abnormal items, the ledger shows the following actual spend.
| Actual cost of the month | VND |
|---|---|
| Direct payroll and social insurance | 96,000,000 |
| Depreciation of presses and molds | 58,000,000 |
| Plant electricity | 34,000,000 |
| Other overhead | 12,000,000 |
| Total actual cost | 200,000,000 |
| Already absorbed at predetermined rates | 180,000,000 |
| Gap to allocate | 20,000,000 |
The VND 20,000,000 gap equals VND 5,000 per unit, so actual conversion cost is VND 50,000 per unit rather than VND 45,000. If 3,000 units were sold by month end and 1,000 remain in stock, the gap splits into VND 15,000,000 to cost of goods sold (632) and VND 5,000,000 to finished goods (155). Without this step, the full amount stays in expense accounts, the margin on the 3,000 units sold is overstated, and inventory is understated.
How does S4 eSuite VN Actual Costing add a period-end close?
S4-APC does not replace NetSuite costing. The company keeps its inventory costing method (average, FIFO and so on) and its production flow, and adds one controlled month-end close with approval and ledger reconciliation. A typical costing run follows these steps:
- Pre-checks: pending transactions, negative stock, work orders closed too early and missing BOMs are flagged.
- Cost pools: actual costs are pulled from the general ledger, filtered by department, class or location, with shared costs split by declared percentages.
- Consumption and loss: actual usage from the stock count is compared with BOM quantities and the portion above tolerance is separated.
- Allocation: costs are allocated to work orders with eight bases, sub-assemblies first, then finished goods, and ending work in progress is valued.
- Simulate, approve, post: a simulated result is reviewed, an approver signs off, and the system creates inventory adjustments, journals and work order closures.
- Reconcile and lock: balances in 154, 621, 622 and 627 are checked after posting, the period is locked and a PDF close pack is saved.
If an error is found after posting, the whole period can be reversed and recalculated, returning the books to their prior state. Preparer and approver are separate users, and every action is logged for audit.
Where does standard NetSuite end and S4-APC begin?
The condensed table compares five areas cost accountants care about most. The NetSuite column reflects a common configuration.
| Area | Standard NetSuite (common setup) | Added by S4-APC |
|---|---|---|
| Finished goods cost | Issued materials plus labor and overhead at predetermined rates | Actual monthly cost from the ledger allocated to each order and product |
| Low volume | No split of unabsorbed fixed cost | Fixed cost below normal capacity expensed to 632 |
| Material usage | BOM or issued quantity; count differences to an inventory adjustment account | Actual usage from counts; normal loss in cost, abnormal loss to 632, unexplained shortage to 1381 |
| Ending WIP | Balance of open work orders | Weighted average by percentage of completion, carried forward |
| Sold vs on hand | COGS fixed at the cost when shipped | Adjustments split across 632, 155 and consumed sub-assemblies |
Accounts are mapped in configuration, so S4-APC follows whichever Vietnamese accounting regime the company applies, including Circular 99/2025/TT-BTC. It shares the ledger with the S4 NetSuite financial localization for Vietnam and S4 eSuite FAM for fixed assets, which books the machine depreciation that later feeds overhead pools.
Where should a manufacturer start with actual manufacturing cost on NetSuite?
Start by writing down the three rules Finance currently applies in spreadsheets, because those are the rules S4-APC will hold in the system. The first is how fixed manufacturing overhead is treated at normal capacity. The second is the method for ending WIP measurement and how completion percentages are set. The third is the tolerance for abnormal material loss by material and the treatment of count differences.
In parallel, check the master data: every finished good and sub-assembly has a BOM, ledger costs carry department, class or location so they can be filtered by plant, and work orders are closed in the right period. With clean data, each costing run produces the same answer regardless of who presses the button. The S4-APC overview video walks through the full cycle, and the S4 eSuite VN Actual Costing page lists every function and the 18 management reports.
Frequently asked questions
What is the difference between actual and standard manufacturing cost?
Standard cost is set when a work order completes, from BOM quantities and predetermined rates. Actual cost is calculated after period end from booked costs, with abnormal items separated under VAS 02.
Does NetSuite calculate manufacturing cost?
Yes. NetSuite uses Manufacturing Cost Templates and Standard Costing to cost production at predetermined rates. S4-APC adds a period-end actual costing step aligned with Vietnamese accounting.
Does S4-APC change the inventory costing method?
No. The company keeps its costing method and production flow; S4-APC adds a month-end close with approval and ledger reconciliation.
Which Vietnamese accounting regime does S4-APC support?
Accounts are mapped in configuration, so it follows the regime the company applies, including Circular 99/2025/TT-BTC, using accounts 154, 155, 621, 622, 627, 632 and 1381.
Can a posted costing run be undone?
Yes. All entries of the period can be reversed so the books return to their prior state before recalculation.
