Vietnam fixed asset register S21-DN and B09 note under Circular 99 in ERP

Written by the S4 Consulting Oracle NetSuite team · Reviewed by Lạc Phạm, Solution Architect, S4 Consulting · Updated 27 Oct 2026

The fixed asset register S21-DN under Circular 99/2025/TT-BTC is document-driven: it records the number and date of the addition voucher, asset characteristics, country of manufacture, month placed in service, depreciation rate and amount, and finally the disposal voucher and the reason for disposal. Global ERPs such as Oracle NetSuite offer a strong Asset Register report, but not in this format, so accountants often rebuild the book in Excel. S4 eSuite FAM for NetSuite produces S21-DN, S22-DN, S23-DN, the 06-TSCĐ depreciation table and the movement section of the B09 notes inside NetSuite, reconciled to the ledger.

What columns does the fixed asset register S21-DN require under Circular 99?

Form S21-DN in Appendix 3 of Circular 99 follows the life of an asset: addition, depreciation and disposal sit on the same row. Each column needs a specific piece of ERP data, which is exactly what a chief accountant should test when assessing a system:

S21-DN column groupData the ERP must hold
Addition voucher (number, date)A numbered addition document with a posting date, linked to the Dr 211 journal
Name, characteristics, symbol, country of manufactureStructured attributes on the asset card, not free text
Month placed in service, asset numberIn-service date and an asset code generated by rule
CostAll cost components: purchase price, freight, installation, commissioning
Depreciation rate and amountMethod, life and charge under Circular 45
Depreciation to date of disposalAccumulated depreciation at disposal, prorated by actual days
Disposal voucher (number, date), reasonNumbered sale, scrapping or loss document with a reason

The key point is traceability to documents. If the ERP only keeps a purchase date and a value, without a numbered addition voucher, the very first column of S21-DN cannot be filled.

What are S22-DN, S23-DN and the 06-TSCĐ table used for?

They answer three different questions. S22-DN tracks fixed assets and tools at the place of use, so each department knows what it holds. S23-DN is the fixed asset card, recording one asset’s history from addition to disposal. The 06-TSCĐ depreciation and allocation table shows last month’s charge, increases, decreases, this month’s charge and the split across expense accounts such as 6274, 6414 and 6424.

For S22-DN the usual weak spot is tools and supplies. Many companies keep tools in a separate spreadsheet because the ERP only manages fixed assets, so the place-of-use book is half empty. Contractors face the same issue on site, as discussed in site tools and prepaid expenses under account 242.

Why can’t a global ERP asset register replace the Vietnamese forms?

The standard FAM Asset Register is designed to answer “what is each asset worth in each period”, which suits US-style audit. Vietnamese books ask a different question: “which documents created this value, and which documents changed it”. That difference produces three familiar gaps:

  • Summarized journals: standard FAM posts depreciation and disposals in batches, making it hard to trace a ledger line back to one asset card.
  • No statutory forms: S21-DN, S22-DN, S23-DN and 06-TSCĐ must be built with saved searches or Excel, and rebuilt whenever forms change.
  • Terminology: machine-translated field labels force report readers to guess what a column means.

Standard FAM remains the right choice when a company needs several parallel IFRS books, asset transfers between subsidiaries, or IFRS 16 lease accounting. For statutory books under the Vietnamese accounting regime, the gap lies in the forms and in document-based recording.

What data does the B09 fixed asset movement note need from the ERP?

The B09-DN notes present movements in cost, accumulated depreciation and net book value by asset group (buildings and structures, machinery and equipment, vehicles, office equipment and so on) and by source of increase or decrease. Each addition must therefore be classified when it happens: purchase, completed construction in progress via account 2412, capital contribution, donation, transfer from tools, or surplus found in a physical count.

If the ERP only posts Dr 211 without knowing what the offset account means, accountants end up filtering the ledger manually at year end. The durable approach is for the addition document to classify its source from the offset account so the B09 note simply sums it up. The note connects with the financial statements in the S4 NetSuite financial localization for Vietnam.

How do you make the asset register match accounts 211, 214 and 242 to the last dong?

You have to remove two sources of difference: rounding during allocation and manual journals posted to asset accounts. Illustrative example: an asset costs VND 100,000,000 and is depreciated over 36 months, so the unrounded monthly charge is VND 2,777,777.78 and the register shows VND 2,777,778. It is shared by production, sales and administration at 0.40, 0.35 and 0.25.

AccountRatioUnroundedRounded line by lineRounded to total
62740.401,111,111.111,111,1111,111,111
64140.35972,222.22972,222972,222
64240.25694,444.44694,444694,445
Total1.002,777,777.782,777,7772,777,778

Rounding each line separately gives VND 2,777,777, one dong below the register. Over 36 months a single asset can drift by up to 36 dong between the register and account 214; across hundreds of cards the year-end reconciliation never reaches zero. The second source is harder to see: a manual adjustment posted straight to account 2112 changes the ledger while the asset card knows nothing about it.

How does S4 eSuite FAM build the fixed asset register S21-DN on NetSuite?

S4 eSuite FAM builds the books from the module’s own documents, so the register and the journals share one source. Highlights:

  • Circular 99 forms: S21-DN, S22-DN and S23-DN on screen, exportable to PDF, Excel and CSV.
  • Drill-down: every figure opens the lines behind it, linked to cards, depreciation runs and journals.
  • 06-TSCĐ and B09: depreciation allocation by accounts 6274, 6414, 6424 and fund accounts; movements by group and by source for the B09-DN notes.
  • Ledger reconciliation: register balances compared with each 211x, 214x and 242 account, flagging manual journals that bypassed the module.
  • VND rounding: allocation lines match the card charge to the dong.
  • Paired journal lines: a disposal posts Dr 214, Dr 811 / Cr 211 as clear pairs while keeping project and department dimensions.

What should a chief accountant test when accepting ERP asset books?

Test with one real financial year rather than sample data, in this order:

  1. S21-DN columns: pick a few cards at random and check each column against source documents.
  2. Totals: total cost and accumulated depreciation on S21-DN equal the 211x and 214x balances on the same date.
  3. 06-TSCĐ: this month equals last month plus increases minus decreases, and the allocation adds up.
  4. B09-DN: total additions by source equal Dr 211 movements for the year.
  5. Traceability: from one 214 ledger line, open the exact card and run that created it.

Frequently asked questions

What columns does form S21-DN contain under Circular 99?

Addition voucher, name, characteristics, country of manufacture, month in service, asset number, cost, depreciation rate and amount, depreciation to disposal, disposal voucher and reason.

What is the difference between S22-DN and S23-DN?

S22-DN tracks fixed assets and tools at the place of use, while S23-DN is the card recording the history of one asset.

Can standard NetSuite FAM print S21-DN?

Standard FAM has an Asset Register and period depreciation reports but no S21-DN form, so it is usually rebuilt with saved searches or Excel.

Why is the asset register a few dong off the ledger?

Usually because allocation lines are rounded separately, or because manual journals were posted to asset accounts outside the asset module.
